Dear Mr. Nosenzo:

On,dctober 3 the Center for Development Policy sent a letter to NRC (copy attached) which alleges that Ebasco, in preparing the Prelf.minary Safety Analysis Report (PSAR) for the Philippine Nuclear Power Plart project, may have angaged in improper activities.

To date the Connission has reached no conclusions concerning these allegations and is corisidering the appropriate steps to be taken in investigating them, including possible referral to the Justice Department.

As a related matter, however, the Connission has directed the staff to fon<ard CDP's letter to the State Department for transmittal to the Philippine Government for their consideration and appropri-ate action.

e Your cooperation in accomolishing this transmittal would be appreciated. Please advise me if, for any reason, you believe it would be inappropriate to transmit the letter to the Philippines.
