Gentlemen:

This refers to the inspection conducted by Mr. R. A. Caldwell of the Region IV

Office on September 25-26, 1979 of activities authorized by NRC License No. R-88

and to the discussion of our findings with Dr. R. E. Faw of your staff at the

conclusion of the inspection.

The area examined during this inspection was your program for protecting against

industrial sabotage and safcguarding special nuclear material pursuant to appli-

cable provisions of 10 CFR 50, " Licensing of Production and Utilization Facilities,"

Part 73, " Physical Protection of Plants and Materials"; and specific requirements

of NRC License No. R-88.

Within this area, the inspection consisted of selec-

tive examinations of procedures and records, interviews with personnel, observa-

tions by the inspector and review of the Physical Security Plan for the KSU

Triga Mark II Nuclear Reactor Facility.

Within the scope of this inspection, no items of noncompliance with NRC require-

ments were identified.

In accordance with Section 2.790(d) of the NRC's " Rules of Practice," Part 2, Title

10, Code of Federal Regulations, documentations of findings of your control and

accounting procedures for safeguarding special nuclear materials and your facility

security procedures are exempt from disclosure; therefore, the inspection report

will not be placed in the Public Document Room and will receive limited distri-

brition.
