Dear Mr. Denton:

SUPPLEMENT TO A'[E'IDMENT TO OPERATING LICENSE NPF-4 NORTH AN'!A POWER STATION UNIT NO. 1 PROPOSED TECHNICAL SPECIFICATION CHANGE NO. 19 By a letter dated August 6, 1979, we requested a change to the Technical Specifications for North Anna Power Station Unit No. 1 to make the Unit 1 Technical Specifications consistent with the proposed Unit 2 Technical Specifi-cations. Attachec are proposed Technical Specifications to supplement those submitted previously.

The enclosed changes supplement our previously submitted proposed changes to delete requirements relative to part length rods, to provide overpressure protection, and to elininate inconsistencies between Unit 1 and Unit 2 Technical Specifications in areas that are common to both units.

We have become aware that several of the copies of our August 6, 1979 sub-mittal sent to the NRC are missing several pages; therefore, the enclosed attach-ment also includes copies of these pages.

The supplemental changes are evaluated in Attachment A and are included in Attachment B. The changes marked by an asterisk in Attachment A should be made effective prior to commencenent of s tartup following the current refueling outage, which began on Septenber 25, 1979, and is scheduled to be of approximately 12 weeks duration. The other changes should be nade ef fective upon issuance of the Unit 2 license.

These proposed changes have been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Systen Nuclear Safety and Operating Com-mittee. It has been determined that this request does not pose an unreviewed safety question, as defined in 10CFR50.59.
