SUBJECT:
THREE MILE ISLAND UNIT NO. 1 - INTEGRATED LEAKAGE
RATE TEST SCHEDULE
Metropolitan Edison Company performed an Integrated Leakage Rate Test
on April 16-17, 1977, for Three Mile Island Unit No.1. This test
failed to meet a ceptance criteria established in Appendix J to 10 CFR 50
and the Technical Specifications (TS). The test results are presented
in Region I's " Inspection Report 50-289/77-11" (enclosed) and the licensee's
" Reactor Containment Building Integrated Leak Rate Test April 1977" (sent
to NRR as an enclosure to a letter to R. Reid dated July 19,1977).
Pursuant to Appendix J Section III A.6 (a) and TS 4.4.1.1.6b, the licensee
has submitted for review and approvs1 a Type A testing schedule. The next
Type A test is proposed for the 1980 refueling outage as stated in the let-
ter to R. Reid. This would mean a minimum of 32 months between Type A tests
if testing is done January 1980. It is not apparent that the licensee has
been influenedd to modify either the testing interval or testing program
in view of the Type A test failure.
Local leakage rate tests were performed during the April 1977 outage. The
results of these tests indicated leakage 52.8%. greater than the acceptanca
criterion of 0.60 La. Type D and C tests performed in the June 1976 refuel-
ing outage also exceeded TS limits by 80.9%. Valve repairs made during the
April 1977 outage included both valves that were not repaired and some that
had been repaired in the June 1g76 outage. Type C testing is presently

scheduled for each refueling outage.
For both the 1974 Preoperational Integrated Leakage Rate Test (ILRT) and the
1977 Periodic ILRT, the combined local leakage rate from isolation valves
and penetrations was below 0.60 LA prior to the start of the ILRT. The sub-

sequent ILRTs were not ab?e to meet acceptance criteria without repairs being
made. Out concem is that Type B and C tests may not reveal the leak paths

- The l'icensee has indicated in the 1977 leak rate test report that an evalu-
ation will be completed to determine suitable replacements for some gate
valves. Until changes are made and based on pmsent infomation, we recon-
mend that Metropolitan Edison Company be required to perfom a Type A test
within 12 months of the April 1977 test.
In addition, we also recomend
more frequent Type B and C testing to assure containment integrity within
the limits of Appendix J and TS.
Early resolution of this matter is requested for timely implementation of
any requirements that may be imposed by NRR.
