Gentlemen:
This refers to the inspection conducted by Messrs. Spessard,
Rebelouski, and Brickley of this office on April 18 and 19, and
May 9,1973 at the Three Mile Island 1 Plant, Middletown,
Pennsylvania of activities authorized by AEC Construction Permit
No. CPPR-40 and to the liscussions of our findings held by Mr.
Spessard and Mr. Brickley with Messrs. Klingamen, Barton, Miller
and Nelson of your staff at the conclusion of the inspection
visit and to a subsequent telephone discussion between Mr.
9pessard and Mr. Miller on May 11, 1973.
Areas examined during this inspection are described in the
Regulatory Operations Inspection Report which is enclosed with

this letter. Within these areas, the ins).ection consisted of

selective exc:.inatiers of procedurcs and reprecentative records,
interviews with plant personnel and observations by the inspectors.
In addition, our inspectors examined the area identified as a
violation in our letter of October 31, 1972, which was discussed
in your response dated November 20, 1972 and which was further
discussed in our letter of February 7,1973. Based on the results
of this examination, we have no further questione on this item.
We understand, based on the referenced telephone discussion, that
a copy of your Quality Assurance Program covering testing and
startup activities will be provided to this office. This document
had been requested during this inspection only to facilitate our
inspection (ffort; therefore, any documents sent to us pursuant
to this request will not be placed in the Public Document Roca
and will be returned to you upon completion of our review.
Within the scope of this inspection, no violations or safety items
were observed.
