ENCLOSURE 1 DESCRIPTIO:' 0F VIOLATION Metropolitan Edison Company' Docket No. 50-2S9 License No. CPPR-40 One of..the activities under your license appears to be in violction of AEC requirements. This violation is considered to be of Category III severity:

Title 10, Code of Federal Regulations, Part 50, Appendix B, Criterion XI states in part, "A tes t program shcil be established...

and perforned in accordance with written test procedures which incorporate the requirements and acceptance limits contained in applicable design doctrents....

Test results shall be documented and evaluated to assure that test requirements hs.ve been satis fied."

Contrary to the above, our inspector's review of preoperational test data in TP 203/4 and TP 172/2B which had been reviewed and approved by the EiG disclosed the following:

a.

In TP 203/4 data relative to the pump flow curves were in G

two cases incorrectly plotted and in two other cases not correctly identified.in the procedure.

There was no documentation to indicate that these discrepancies had been included in the E1G's review and approval of these test results.

b.

In TP 172/2B there was one cas'e where an acceptance limit had been omitted.

Data for this case indicated that the limit had been exceeded; however, this variance was not identified as a test exception or deficienc/.

There was no documentation to indicate that this variance hcd been included in the 21G's review and approval of these test results.

During this inspection, these items were reviewed by the licensee, and the test results were considered to be acceptable.

Additionally, the licensee co==itted to have the results reevaluated by the B10 to verify acceptance, and this was accomplished on March 5, 1974.
