MetEdNon-Routine 30dayReport#7k-08(Enclosure 1)statesthatcon-tainment average temperature approaching 1300F above elevation 320 feet and 1200F below this elevation have been experienced during the su=mer months. These te=peratures are in excess of the 110cF temperature assumed in the FSAR. This report is addressed to both the Director of Nuclear Reactor Regulation and the Director of Region I as required by the licensee's Technical Specifications. In that this report deals with the design features and analyses previously reviewed by NRR, it is recommended that the evaluation of this report be performed by NRR, rather than by OIE. Accordingly, it is requested that you take the necessary action to assure that this is accomplished.

Additionally, there is no containment temperature limit in the Technical Specifications for Three Mile Island Unit 1.

However, Standard Technical Spacifications cen~ ^ cuch n limit, e.g., the Technical Specifications for Millstone 2 limit containment temperature to 1200F. W believe that NRR should also consider amending the Technical Specifications for Three Mile Island 1 and other applicable operating plants to impose a limit on containment temperature.
