PRELIMINARY NOTIFICATION June 13, 1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-79-154 This preliminary notification constitutes EARLY notice of event of POSSIBLE safety or public interest significance.
The information presented is as initially received without verification or evaluation and ir basically all that is known by IE staff on this date.

d2ACH OF SECONDARY CONTAINMENT At 10:39 a.m., on June 13, 1979, a breach of secondary containment occurred during the transfer of equipment out of the secondary containment building through the Railroad Airlock Doors. To accomplish this transfer, the inner airlock door was open and the outer door closed to move equipment into the airlock.
While the doors were in this configuration, a surveillance test was begun.on the Standby Gas Treatment (SBGT) System, which is a part of the secondary containment ventilating system. The starting of the SBGT System apparently caused excessive negative pressure in containment, thus springing open the outer door and breaching containment integrity.
The plant u s operating at 100% power and preparations for shutdown commenced immediately. The inner door was closed approximately 13 minutes later, at 10:59 a.m., thus reestablishing containment integrity.
The plant shutdown was stopped and the doors are being repaired.
No radioactive release occurred.
It appears the outer door was not properly " dogged" closed as required by procedure.
The licensee is investigating the event.
Media interest is expected because of sensitivity to nuclear plant issues.
The State of New Jersey has been informed.
A press release is not planned by the licensee n'r hTC.
NRC, Region I, (Philadelphia) received notification of this occurrence by telephone call from plant superintendent at 2:00 p.m.,
