Subject:
PARTIAL RELEASE OF STOP-WORK ORDER FOR SAFETY RELATED CONCRETE PLACEMENT The Houston Lighting and Power Company (HL&P) notified Region IV that, based on their review of concrete placement concerns identified in their stop-work order dated June 22, 1979, they intend to issue a partial release of their stop-work order effective June 29, 1979, to allow placement of all safety-related concrete at the South Texas Project with the exception of the Reactor Containment Building (RCB) exterior shell walls.
The stop work will continue on the RCB exterior shell walls pending the completion of the licensee's evaluation of the RCB exterior shell wall void problem.
The licensee will release the stop work order on the RCB exterior shell walls only after the results of the evaluation are known and the RIV of fice is notified of the licensee's plans to resume the placements.
The licensee plans to issue a news release June 29, 1979 RIV has no objections to the licensee's decision.
This is a confirmation of information previously phoned to the Commissioners' assistants and to EDO.
