PRELIMINARY NOIIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-79-141 This preliminary notification constitutes EARLY notice of event of POSSIBLE safety or public interest significance.
The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.
Facility:
Consumers Power Company, Midland Units 1 and 2 Midland, Michigan (DN 50-239 and DN 50-330)
Subject:
PAPER IN CONTAINMENT SPRAY LINE During an inspection, the resident inspector (following up a rumor) determined that during the week of May 21, 1979, a radiographer reviewing a radiograph for a weld in a vertical section of the 8" containment spray line, could not read the radiograph due to a fuzzy appearance.
The pipe was cut out and a wad of paper, spherical in shape was found inside the pipe.
The licensee was unaware of the matter until today, and is currently reviewing the problem. Other acts of vandalism have occurred at the Midland site (See PNO-79-101 and PNO-79-129).
An investigation is being initir.ted by Region III.
RIII office was notified of this problem at 10:00 a.m. on June 7, 1979 by the resident inspector.
The licensee is consiiering the issuance of a press release.
h3C does not plan to make a press release.
The State of Michigan is being notified.
Congressman Dan Albosta's office is also being notified.
