PRELIMINARY NGTIFICATION June 22, 1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-79-183 This preliminary notification constitutes EARLY notice of event of POSSIBLE safety or public interest significance.

POTENTIAL DESIGN DEFICIENCY - ESF RESET FEATURE As a result of a Region I inquiry based on a similar problem identified at Point Beach in Region III, the licensee informed Region I of the potential for a failure of individual Engineered Safety Feature reset switches to block automatic and/or manual actuation of ECCS Systems, Containment Spray System, and Containment Isolation Systems.
If the pushbutton reset switches for these functions fail in the reset (open) condition the potential exists for a subsequent valid signal being blocked and actuation of one or both trains of ESF systems not occurring.
Preliminary review indicates that upon switch failure automatic initiation of Safety Injection could be defeated; manual initiation capability appears unaffected. Further review indicated that both manual and automatic initiation of Containment Spray, Containment Isolation, and Containment Ventilation isolation would be disabled on such a switch failure, requiring the operator to either correct the failure or initiate the safeguards action on an in-dividual component basis.
The licensee is currently evaluating the system design and emergency procedures in order to determine the need for corrective action and ability to cope with such failures.
This PN is issued for information only.
No Region I action is anticipated other than followup during subsequent inspections.
Media interest is expected because of continued local interest in site activities.
The State of New York inas been informed.
