.q PRELIMINARY NOTIFICATION July 12, 19,79 PRELIMINARY NOTIFICATION OF EVfNT OR UNUSUAL 0CCURRENCE--PNO-79-236 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Facility: American Electric Power Service Corporation Indiana and Michigan Power Company D. C. Cook 1 (DN 50-315) Bridgman, Michigan

Subject:

REACTOR COOLANT PUMPS-EXCESSIVE SEAL IZAKAGE The Resident Inspector notified the Region III office that on July 9, 1979, while performing low power physics testing on D. C. Cook Unit 1, excessive reactor coolant pump seal leakage was experienced on pumps number 3 and 4.

Following the cocpletion of the low power physics testing on July 10, 1979, the licensee attempted to resect the seals by varying the differential pressure across the seal faces (Westinghouse procedure).

This attempt was unsuccessful.

Even though the seal leakage did not exceed the Technical Specification limit for identified leakage, the licensee has elected to return to cold shutdown to examine and/or replace these seals.

This effort is expected to require 2 to 3 days for completion.

Neither RIII nor the licensee plan to make a news release.

The State of Michigan is being notified.

The Region was notified of this matter by the Resident Inspector on July 9, 10, and 12, 1979.
