PFFT NTNARY NOTIFICATION July 17, 1979 PFT NTNARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE --'PNO-79-258 This preliminary netification' constitutes EARLY notice of an event of POSSIBLE safety or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Facility:

Florida Power Corporation Crystal River, Unit No. 3 Docket No. 50-302 Crystal River, Florida

SUBJECT:

UNQUALIFIED VALVES INSTAT.Trn INSIDE THE REACTOR BUILDING In accordance wi*.n the requirements of IE Bulletin 79-01, the licensee reported discovering fort environmentally unqualified 1-inch motor-operated sample valves installe d inside the reactor building.

The valves in question are used to sample pressarizer steam and water space and both steam generators. The valve motor cperators have not been environmentally tested.

The valves are normally closed during operation and, if open, are required to close within one =inute upon receipt of an engineered safeguards actuation signal.

The valves in question are located outside of the biological shield wall.

Each sample line has a redundant isolation valve located immediately outside the reactor building.

Replacement valves have been ordered but the licensee does not expect to have them installed prior to the time they plan to restart the unit.

Media interest is not expected at this time unless unit restart is delayed.

Neither the licensee nor the h7C plan to issue a news release.

The State of Florida has been informed.

F.egion II (Atlanta) received notification of this occurrence by telephone from licensee management at 11:40 a.m. on July 17.
