L'd PRELIMINARY NOTIFICATION July 3, 1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-79-212 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Subject:

NEWS MEDIA INTEREST IN PREVIOUSLY REPORTED PRESSURIZER ANCHOR BOLT SUPPORT PROBLEM During the weekend,a news article appeared in the Kansas City Star news-paper concerning the subject problem.

The item was also reported on ABC television news.

This item is being reportec because of this media interest.

On March 23, 1979, the Nuclear Regulatory Conmission (NRC) was informed of a generic design deficiency in all Standardized Nuclear Unit Power Plant System (SNUPPS) Reactor Plants.

The deficiency involved the piessurizer anchor bolt support configuration.

The problem was identified at Callaway Unit 1 because the pressurizer was installed at Callaway Unit 1 and none of the other SNUPPS plants are at that stage on construction.

The deficiency involved the length of the bolts hciding the pressurizer onto the supporting steel.

During a review c' this bolt length problem, the Design Engineer (Bechtel Power Corporation) detected that the drawings also required welding of high-strength bolt materials which would have a deleterious effect on their mechanical properties.

The corrective action to be taken was transmitted to the NRC on May 1, 1979.

The corrective action is to eliminate the welded connection and to use high strength bolting material either bolted through support flanges or, when pro-hibited by access, to thread bolts directly into the support flange.

The subject is under review by RIII and they will inspect tt.e installation curing a routine inspection in the future.

State of Missouri will be notified.

At this time, NRC does not plan to make a press release; however, Region III is responding to news media inquiries.

The State of Missouri is being informed.
