The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Subject:
SECONDARY SYSTEM SAFETY RELIEF VALVE ACTUATION - PUBLIC CONCERN At approximately 7:20 p.m. or. July 2, 1979, while in the process of paralleling Unit 2 to the grid, a secondary system pressure perturbation occurred.
This pressure spike resulted in the actuation of a secondary system safety relief valve.
This valve should have reseated (closed) within two-to-three minutes; however, it remained open for approximately 15 minutes.
No radiation releases were involved in this occurrer.ce.
The initial noise when the valve opened, and the continuing roar of the escaping steam could be clearly heard at Bridgman, Michigan, which is located approximately two miles from the plant.
News media inquiry near the site was high.
The plant superintendent, recognizing this concern, made a number of announcements on radio and TV to inform the citizens of the event and to assure them that there was no public health or safety problem involved.
Preliminary investigation by the licensee indicates that this secondary system safety valve opened prematurely and remained open longer than it should have.
The valve has been declared inoperable and has been taken out-of-service.
The plant was shut down, due to condenser tube leaks and is currently in the start-up process following repair of these leaks.
The State of Michigan has been informed.
The licensee and RIII do not plan to issue a press release, but will respond to inquires.
