PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PH0-79-313 This oreliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest slanificance.
The information Dresented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.
FACILITY: Turkey Point, Unit Nos. 3 and 4 Docket Nos. 50-250 and 50-251 Homestead, Florida
SUBJECT:
DAMAGE TO HOLDUP TANK The top portion of the "B" holdup tank that collects reactor coolant volume changes during startup, shutdown, load changes and boron dilution for burnup was collapsed apparently by pulling a vacuum on the tank.
Normally three tanks are available but two of the three tanks had previously been damaged from the same cause.
The three tanks are shared by both Units 3 and 4.
There are no Technical Specifications requirements on these tanks and the plants are continuing to operate at full power.
A calculated 5.8 curies of mixed fission gas were released through the auxiliary building ventilation system at a rate of 1.7 millicuries per second when the tank collapsed.
Technical Specifications :~1 a release rate of 67 millicuries per second.
There were no overexposures or contamination.
The licensee calculates the release was 0.0059 percent of the Technical Specification limit.
There is no media interest. The licensee is considering a news release.
The NRC is not planning a news release.
The State of Florida has been notified.
Region II ( Atianta) received notification of this occurrence by telephone from the inspector on-site at 12:00 Noon on August 7.
