PRELIMINARY NOTIFICATION August 9, 1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PHO-79-313A inis oreliminary notification constitutes EARLY notice of an event of POSSIELE safety or public interest sianificance.

DAMAGETOHOLDt[PTANK Ucdcte of PNO-313 - On the midshift of August 9, Unit 3 was shut down for a scheduled five day outage to conduct repairs to several primary system valves.

The pressurizer spray line and automatic relief valve isolation valves are the sources of excessive valve packing leakoff which contributed to the most recent failure of the "B" holdup tank.

Tre valve packing leakoff causes the accumulation of high temperature reactor coolant in the holdup tank via the Reactor Coolant Drain Tank.

Condensing O' the high temperature water in the holdup tank causes a vacuum to be drawn in tr.e on-service tank.

Tne permanent corrective action for these tank failures will involve installation cf.acuum breakers.

The repair and modification to the "A" holdup tank is scneculed to be completed in approximately three weeks.

The "B" holdup tank has teer temporarily repaired and is back in service.

Et licensee has issued a news release on the rupture of the holdup tank.

The 3;a;e cf Florida has been notified.

Region II (Atlanta) received this additional information by telephone from the insrettcr onsite at 3:00 p.m. on August 8.
