PRELIMINARY NOTIFICATION

/k, Os,A Aug.ust 2, 1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-79-302 This oreliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest sionificance.

The information presented is as initially received without verification or evaluation and is casically all that is known by IE staff on this date.

FACILITY:

Florida Power Corporation Crystal River, Unit No. 3 Docket No. 50-302 Crystal River, Florida

SUBJECT:

REACTOR TRIP ON LOW STEAM GENERATOR WATER LEVEL At 2:00 a.m. on August 2 while operating at 10 percent power, a reactor trip occurred due to a Lo-Lo steam generator water level.

Low steam generator level occurred when the speed of the turoine-driven main feedwater pump cecreased due to a problem with the turbine governor.

The level signal auto-matically started the emergency feedwater pumps.

The Lo-Lo steam generator level reactor trip and automatic emergency feed actuation were installed during tne previous refueling outage to upgrade the plant based upon the Three Mile Island event.

All automatic actions and safety systems functioned as cesigned.

The reactor was returned to critical at 4:00 a.m. and increased to 40 percent of full power by 6:30 a.m.

The plant has approximately two days of physics testing at 40 percent power and is scheduled to reach full power on August 5.

Media interest is not expected.

Neither the licensee nor the NRC plans to issue a news release.

The State of Florida has been informed.

Region II (Atlanta) received notification of this occurrence from inspector en-site at 7: 45 a.m. on August 2.
