PRELIMINARY NOTIFICATION February 15, 1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-79-25A This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest sionificance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

FACILITY:

Virginia Electric and Power Company Surry Unit No. 2 Docket No. 50-281 Surry County, Virginia

SUBJECT:

FIFTEEN MEN BECAME ILL WHILE WORKING IN THE TURBINE CONDENSER This supplements information previously submitted in PN0 79-25.

The Conmionwealth of Virginia issued a restraining order to Daniels Construction Company on February 14 which restricts further flame cutting of condenser tubes without full-face respirators.

Media inquiries associated the restraining order with radiation sickness.

IE Health Physics inspectors were on-site and confirmed that no radioactive contamination was present in the area of the condenser where these men were working.

Low level fixed Beta contamination was detected in the condenser off-gas lines, which are approximately 10 feet from the work area.

No contamination was detected on the gloves, masks or tools used by these workers.

This recent activity was initiated by contacts from media representatives and the Union of Concerned Scientists with the Office of Public Affairs.

NRC has been responding to media inquiries.

The licensee plans to issue a news release on February 15. The Commonwealth of Virginia has been informed of this issue.

Region II (Atlanta) received this supplemental information by telephone from the NRC Public Affairs Office at 4:30 p.m. on February 14.
