PRELIMINARY NOTIFICATION April 5,1979 PRELIlilNARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE -- FN0-79-73 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance.
The information presented is as initially received without verification or evaluation and is basicall.v all that is known by IE staff as of this date.
FACILITY-Florida Power and Light Company Turkey Point, Unit Nos. 3 and 4 Docket Nos. 50-250 and 251 Homestead, Florida
SUBJECT:
LOCAL BLACK 0UTS DUE TO LOSS OF POWER FROM TURKEY POINT At 11:9 p.m. on April 4, all distribution lines from Turkey Point opened due to faults on the distribution system (moisture, dust, salt, etc., on the insulators).
Turkey Point Unit 2 (fossil) and Unit 4 tripped and Unit 1 (fossil) ran back to 40 mwe to carry the station load.
Unit 3 was already down for refueling.
All systems performed as designed. The resulting loss of power caused local blackouts in South Florida.
St. Lucie (FP&L) and Crystal River (Florida Power Corporation) continued to operate.
Electrical power was returned to most FP&L customers in about two hours. Turkey Point Unit 4 will remain shut down for a refueling outage that was previously scheduled to begin April 6.
There has been media interest and the licensee issued a news release.
The NRC does not plan a news release. The State of Florida has been informed.
Region II ( Atlanta) received notification of this occurrence by telephone from the Turkey Point Plant Manager at 8:00 a.m. on April 5.
