March 2,1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-79-37 T_his preliminary notification constitutes EARLY notice of an event of

_POSSIBLE safety or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

ALLEGATIONS CONCERNING DEFICIENCIES IN THE RADIATION PROTECTION PROGRAM On March 1,1979, NRC Region I (Philadelphia) received written allegations in a letter from a contract worker at Haddam Neck Nuclear Power Station concerning deficiencies in the station's radiation protection program during a refueling outage.

The worker had previously contacted NRC Region I by telephone on February 20, 1979, to express general concerns about the licensee's radiation protection program and indicated that a followup letter would be sent.

During the evening of March 1,1979, NRC Region I received a telephone call from another former contract worker who also expressed concern about deficiencies in the radiation protection program at Haddam Neck.

The individual has arranged for a meeting with plant management on March 7,1979 and requested that an NRC representative attend the meeting.

During an NRC Region I inspection of the licensee's radiation protection program initiated on February 14, 1979, several in;Jequacies in the program were identified and resulted in a letter from the iicensee dated February 16, 1979, stating his immediate corrective actions.

As a part of inspection, the first worker was interviewed on February 28, 1979, but did not relate any specific concerns to the inspector.

NRC Region I is continuing the investigation into the alleged deficiencies and a Region I representative will attend the worker-management meeting on March 7,1979.

Region I has received a number of telephone calls from the news media concerning this subject.

The State of Connecticut has been informed.
