h PRELIMINARY NOTIFICATION March 26, 1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE -- PN0-79-61 This preliminary notification constitutes EARLY notice of cn event of POSSIBLE safety or public interest significance.
The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

Virginia Electric and Power Company Surry, Unit Nos. I and 2 Docket Nos. 50-280 and 50-281 Surry, Virginia
SUBJECT:
P0TENTIAL EMERGENCY ELECTRICAL LOADS EXCEED THE DESIGN RATING While conducting an electrical load study to determine if additional load could be added to the emergency buses, a preliminary reanalysis indicated that existing loads could exceed the design rating for some 4160/480 volt transformers and circuit breakers.
Additional analyses are being made by the architect-engineer (Stone and Webster) to determine the extent, of the problem and the corrective action required.
Unit 1 was previously placed in cold shutdown pending a reevaluation of pipe stresses during a seismic event.
Unit 2 is in cold shutdown to replace the steam generators.
Media interest is expected due to current problems at this site.
A news release is not planned by the licensee nor NRC.
The Commonwealth of Virginia has been notified.
Region II (Atlanta) received notification of this occurrence by telephone from the Resident Inspector at 5:00 p.m. on March 23.
