PRELIMINARY NOTIFICATION b

March 7, 1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE -- PNO-79-41 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

FACILITY:

Virginia Electric and Power Company Surry, Unit Nos. 1 and 2 Docket Nos. 50-280 and 50-281 Surry County, Virginia

SUBJECT:

ASSESSMENT OF RADIATION SAFETY AT THE SURRY FACILITY BY THE COMMONWEALTH 0F VIRGINIA At the request of the Commonwealth of Virginia, representatives of the Commonwealth, VEPC0 and NRC met at the Surry Power Station on March 6 to discuss Virginia's plans to assess the radiation safety program at Surry.

Commonwealth representatives stated that environmental groups had expressed serious concern to Virginiu about the environmental impact and occupational safety of steam generator replacement and condenser retubing at Surry.

Commonwealth representatives further stated that Virginia planned to independently assess occupational radiation safety procedures and practices at Surry and to increase environmental surveillance around the site.

The assessment will include items such as review of radiation exposure records, interviews with workers, and radioactive contamination surveys of workers leaving the plant.

The on-site assessment will begin next week, involve 2 to 3 days onsite per week by one man, and extend at least through March.

Virginia is not an NRC Agreement State; however, it is an OSHA Agreement State.

Commonwealth representatives stated that VEPCC has agreed to cooperate.

NRC keeps Virginia fully informed of radiological occurrences within the Commonweal th.

During the March 6 meeting, Commonwealth representatives were informed of the NRC inspection efforts already implemented and were invited to accompany NRC inspectors but they declined.

Media interest has occurred and additional interest is expected.

No news release by the NRC is planned at this time.

Region II (Atlanta) became aware of this information during a meeting with Commonwealth representatives on March 6.
