I PRELIMINARY NOTIFICATION March 8, 1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-79-42 This preliminary notification constitutes EARLY notice of event of POSSIBLE safety or public interest significance.

The information presented is as ir.itially received without verification or evaluation and is basically all that is onown by IE staff on this date.

PIPING DEFECT IDENTIFIED INSIDE PRIMARY C00LANT PRESSURE BOUNDARY During performance of routine Inservice Inspection, results of UT (Ultrasonic Testing) examination of the West Emergency Condensor Steam Supply Nozzle on March 7, revealed indications of intergranular attack in the HAZ (heat affected zone) on the elbow side of the safe end to elbow weld. This nozzle is welded to the reactor vessel.

The Unit was shutdown on March 2 for a scheduled eight week refueling outage. The licensee plans replacement of this nozzle because it is furnace sensitized.

The affected pipe is schedule 80,10 inch 304 SS, with a minimum 0.522 inch wall thickness. Six reportable indications were detected around the pipe circumference. The EPRI UT technique was being utilized and this analysis shows a maximum penetration of 20% wall thickness.

Media interest is not expected.

The State of New York has been informed.

A press release is not planned by the licensee or NRC.

NRC, Region I, (Philadelphia) received notification of this occurrence by telephone from the Unit Superintendent at 4:30 p.m., March 7,1979.
