PRELIMINARY NOTIFICATION CF EVENT OR UNUSUAL OCCURRENCE--PNO-79-16 l
This preliminary notificatiin constitutes EARLY notice of event of POSSIBLE safety or public iriterest sianificance.
The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Subject:
POSSIBLE PLUGGtD RECIRCULATION INLET RISER The licensee reported to RIII inspectors at the site, that during a sur-veillance test to demonstrate jet pump flows, no flow was observed in two jet pumps associated with the "B" recirculation inlet riser.
All appearances are that the riser is plugged by an object that was left in the line during the recent repair of the nozzles.
The licensee is currently reviewing techniques to determine what is in the line and how to get it out.
The length of time to identify the problem of the blockage and rectify it cannot be estimated at this time.
Inspectors are at the site reviewing the licensee's actions.
The decision as to whether the plant will be allowed to startup to power operation is waiting resolution of problems identified on the radiographs of some of the nozzle welds made during the repair of the nozzles.
Local news media interest is anticipated.
Issuance of a press release is being considered by Region III.
The State of Iowa is being notified.
Region III (Chicago) received confirmation of the blockage by telephone from the inspector at the site at 3:40 p.m. on January 29, 1979.
