PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-79-334 This oreliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance.

The information Dresented is as initially received without verification or evaluation and is basically all tnat'is known by IE staff on this date.

MEDIA ESCALATION OF PRIMARY TO SECONDARY LEAK REPORTS Crystal River 3 has experienced a small primary to secondary steam generator tube leak of approximately twenty to twenty-four gallons per day since the plant was restarted on July 29, 1979,~ following a refueling outage.

As a result of this leakage, the licensee has had a special monitoring program in effect in secondary system areas since power escalation began.

The air ejector condenser monitor activity, which is representative of the magnitude of the leak, peaked at approxi-mately eight thousand counts per minute when plant power reached one hundred percent and has since stabilized at approximately six thousand counts per minute.

Tne Taroa Tribune printed an article on August 10, 1979, that related to potential problems associated with the leak.

The article, which was attributed to an un-named plant employee, contained allegations of poor housekeeping and personnel hazards.

The article also contained excerpts of telephore conservations with Region II concerning the leak.

Considerable media interest followed the printing of this article.

On the evening of August 13, 1979, an Orlando television station highligated a special report which prompted the State of Florida, the Governor's Office, to activate an emergency response team that evening.

State officials met with the licensee management and an NRC inspector on the morning of August 14, 1979 to discuss plant operations.

NRC inspectors onsite ascertained that no regulatory limits were exceeded.

No activity levels in excess of natural background were detected either offsite or onsite by the State of Florida or the licensee.

The NRC is issuing a news release.

The licensee c:ss not plan to issue a news release, due to the media releases that have already occurred.

Region II (Atlanta) received notification of this occurrence by telephone from the licensee at 9:10 a.m. on August 14, 1979.
