This oreliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest sionificance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Facility:

Philadelphia Electric Company Peach Bottom Units 2 & 3 Delta, Pennsylvania (DN 50-277, 50-278)

Subject:

UNCERTIFIED SEISMIC CLASS I VALVES On August 14, 1979, the lich see determined that 122 valves in Seismic I systems and manufactured by the BS&B Company were not documented as being seismically qualified.

The required certification had not been specified on the purchase order.

Four of the valves are in G" diameter Diesel Generator cooling lines.

The other 118 are 0.75" to 2" valves, most of which are in vent, drain, or sample lines.

Licensee preliminary contact with the manufacturer reportedly indicates that the valves are qualified, and the licensee expects to receive qualification certifi-cation based on analyses conducted for other power plants.

Both units are continuing operation, Unit 2 at 100% power and Unit 3 at 92% power.

Media interest is expected because of sensitivity to nuclear power plant issues.

The Commonwealth of Pennsylvania and the State of Maryland have been informed.

No press release is planned by the licensee.

The NRC, Region I, (Philadelphia) site resident inspector received notification of this occurrence from the station superintendent at 3:15 p.m., August 14, 1979.
