The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

SUBJECT:
IMMEDIATE ACTION LETTER ISSUED ON COMPLIANCE WITH IE BULLETIN 79-02 On September 7,1979, the Region II office issued an Immediate Action Letter (IAL) to Virginia Electric and Power Company confirming actions the licensee is

taking in accordance with IE Bulletin 79-02, " Pipe Support Base Plate Designs Using Concrete Expansion Anchor Bolts." The licensee is in the process of scheduling additional inspection and testing efforts with special attention to QC.
The licensee is to provide Region II with schedules and details to resolve concerns prior to restart.
IE inspectors are on site to closely follow all activities.
Resolution of the findings related to this problem are required for plant s ta rt-up.
Region II estimates that necessary data to resolve remaining issues can be obtained in one week.
A news release has not been issued by the licensee.
The NRC does not plan to issue a news release but will respond to inquiries.
The Commonwealth of Virginia has been informed.
Region II (Atlanta) discussed these actions with the licensee by telephone on September 6, 1979.
