fl PRELIMINARY NOTIFICATION September 11, 1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-79-415 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

SUBJECT:

HURRICANE FREDERIC At 2:00 p.m. on September 11, the Region II office in Atlanta initiated a hurricane watch for Hurricane Frederic. Frederic, which at 2:00 p.m. was located approximately 200 miles west of Key West, Florida, and headed in a north northwest direct at 5 mph, is rapidly intensifying and is classified by the National Hurricane Center as a Stafford/Simpson scale Category 2 (maximum 5, minimum 1), but is expected to reach a level 3 by landfall. Maximum wind gusts are currently 126 mph. Region II has established communications with the National Hurricane Center in Miami, Florida and the National Oceanographic and Atmospheric Admir.istratiori area office in Atlanta, Georgia and is receiving weather advisories directly.

Region II contacted the Florida Power Corporation's Crystal River facility, and Alabama Power Company's Farley facility.

Region II is monitoring these licensee's operational status, backup emergency power status, and hurricane alert procedures. All licensees reported that their emergency power supplies are operable. Region II has verified operability of the hotline system from Region II to these licensees and has made arrangements for alternate telephone /

microwave communications to these sites.
