9 PRELIMINARY NOTIFICATION August 28, 1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-79-376 This preliminary notification constitutes EARLY notice of events of POSSIBLE saf ety or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Subject:

MISALIGNMENT OF ECCS VALVES At 6:00 a.m. on August 28, 1979 during the performance of a surveillance test, two valves in one of the two Safety Injection Trains were discovered to be misposi-tioned.

Investigation by the licensee determined that the valves were positioned on August 27, 1979 to conduct a logic surveillance test on the emergency core cooling system.

Upon completion of the emergency core cooling logic test, an operator inadvertently closed the refueling water storage tank suction valve instead of the adjacent sump header valve.

The error was discovered two shifts later at 6:00 a.m. on August 28, 1979 during the performance of a monthly talve operability test.

The valve error was immediately corrected.

The redundant containment spray and emergency core coolant systems were operable during this event.

Media interest is possible due to the public's sensitivity to nuclear power plant problems.

The State of Maryland has been informed.

A press release is not planned by the licensee or NRC.

NRC, Region I, (Philadelphia) received notification of this occurrence by tele-phone from a Regional Inspector at 3:00 p.m., August 28, 1979.
