PRELIMINMY NOTIFICATION September 17, 1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE -- PNO-79-423 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest sianificance.

The information presented is as initially received without verification or evaluation and is basically all that is known by lE staff as of this date FACILITY:

SUBJECT:

MAIN FEE 0 WATER RESTRAINT SYSTEM DESIGN INADEQUACY As a result of an analysis performed by the Architect / Engineer, Gilbert Associates, Incorporated (GAI), the licensee has determined that the main feedwater restraint system is inadequate to withstand certain large pressure transients.

This analysis was prompted by a Westinghouse letter of 12/13/78 which identified potential transient effects on components resulting from a postulated break of feedWater line between the check valve and the steam generator.

d The GAI analysis determined the worst case condition to be a break two feet upstream of the check valve on the pump side.

The resultant closure of all three check valves in the feedwater lines would initiate water hammer forces beyond the capability of the restraint system.

Media interest is not expected.

The licensee does not plan a news release.

The NRC does not plan to issue a news release.

The State of South Carolina has been notified.

Generic aspects are being investigated.

Region II (Atlanta) received notification of this occurrence by telephone from the resident inspector at 3:00 p.m. on September 13, 1979.
