PRELIMINARY NOTIFICATION h

August. 29, 1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE-.W 378 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance.

_The information presented is as initially received without verificMion or evaluation and is basically all that is known by IE staff on this date.

FACILITY:

Florida Power and Light Company Turkey Point, Unit No. 4 Docket No. 50-251 Homestead, Florida

SUBJECT:

OVERFLOW 0F SPENT FUEL PIT On August 28, while placing the Spent Fuel Pit (SFP) on the demineralization cycle, 3000 gallons of contaminated water overflowed from the fuel pit into the cask washdown area and some of this water entered the storm drain system which is outside the SFP building.

Water samples indicate that 0.4 curies of primarily radioactive cobalt were contdined in the overflow.

The storm drain system discharges into an onsite underground drain field.

Approximately 20 gallons of the overflow containing about 3 millicuries of radioactivity were released to the onsite underground drain field outside the restricted area.

The remainder of the overflow was confined to the restricted area.

The release is attributed to operator error associated with a failure to follow existing plant procedures.

This event is similar to one previously reported at this facility in September 1978.

An inspector has been dispatched to the site.

Region II is considering an Immediate Action Letter to confirm licensee actions in the areas of procedural controls and operator training based on the inspector's findings.

Media interest is anticipated.

A news release is being issued by the licensee.

The NRC does not plan a news release.

The State of Florida has been informed.

Region II (Atlanta) received notification of this occurrence by telephone from the Plant Manager at 8:25 a.m. on August 29.
