PRELIMINARY NOTIFICATION ftay 11, 1979 PRELI'1IllARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-79-107 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

SUBJECT:

EFFLUEflT RELEASE EXCEEDING REGULATORY LIMIT For a period of 55 hours6.365741e-4 days <br />0.0153 hours <br />9.093915e-5 weeks <br />2.09275e-5 months <br /> from 9:00 p.m. flay 8 until 2:30 a.m. May 9, gaseous particulate activity was discharged from Unit 1 reactor building vent at 3.7 times the instantaneous release rate permitted by Technical Specifications.

The total activity released was 12 millicuries, which is 6 ; of the particulate activity permitted to be released over a calendar quarter.

The release resulted from operator failure to secure an air sparger mixing system in the Backwash Receiving Tank after transfer of the tank contents.

Unit 1 is operating at full power.

Unit 2 has just completed refueling, went critical on May 5, and is in the process of returning to power.

Media interest is expect 2d.

The licensee plans to issue a news release on liay 11. A news release is not planned by NRC.

The State of North Carolina has been informed.

Region II (Atlanta) received notification of this occurrence by telephone frcm the licensee at 11:00 a.m. on fiay 10.

This infornation is current as of 8:30 a.m. on flay 11.
