PRELIMINARY NOTIFICATIOh 0F EVENT OR UNUSUAL OCCURRENCE--PNO-79-106 This preliminary notification constitutes EARLY notice of event of POSSIBLE safety or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Facility:

Boston Edison Company Pilgrim Nuclear Power Station, Unit 1

Subject:

FOUR HYDRAULIC SH0CK SUPPRESSORS DISCOVERED UNDERSIZED FOR SAFE SHUTDOWN EARTHQUAKE During seismic review (IEB 79-07), 4 snubbers on Recirculation Loop pipes were determined to be undersized for the Safe Shutdown Earthquake (0.15g).

However, the snubbers meet the Operating Basis Earthquake criteria.

The snubbers were declared inoperable and the plant will start shutting down for snubber replace-ment 5/11.

Media interest is expected because of recent shutdowns of five reactors due to seismic analyses techniques. The Commonwealth of Massachusetts has been informed. A press release is not planned by the licensee and/or NRC.

NRC, Region I, (Philadelphia) received notification of this occurrence by telephone frcm the Station Manager at 1:45 p.m.,
