This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Salem Nuclear Generating C'ation, Unit 1 Public Service Electric and Jcs Company (New Jersey)
Subject:
FUEL ASSEMBLY GRID STRAP DAMA3E During the current refueling outage, the licensee has observed damage to grid straps on thirteen irradiated fuel assemblies. Twelve of the 17 X 17 assemblies are designated for reinstallation in Cycle 2 core.
The damage observed included torn or missing pieces from some grid straps.
Eight straps are located along the length of each assembly.
There is no pattern as to which grid strap (s) is damaged.
No damage to fuel pins has been identified.
Difficulty in moving fuel elements is also being experienced, including some tendency to bind, especially when all adjacent cell locations are occupied, indicating the possibility of fuel assembly bowing. No measure-ments have been made at this point.
In order to assess the situation, the licensee has elected to transfer the remaining spent fuel elements to the spent fuel pool, where an inspection of all assemblies will be conducted by the licensee and fuel vendor (Westinghouse). An assessment of acceptability for reuse will be made based upon this inspection. Any rejected assembly will require a change to the reload license application currently being reviewed by NRR.
As a minimum, the return to service date has been delayed to the first week in July.
Media interest is expected because of continuing local interest in the facility and the current proceeding relative to expansion of the spent fuel pool.
The State of New Jersey has been informed.
A press release is not planned by the licensee or NRC.
NRC, Region I, (Philadelphia) received notification of this occurrence by telephone from the Resident Inspector at 1:00 p.m. on May 14, 1979.
