PRELIMINARY NOTIFICATION May 3, 1979 PRULIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-79-99 This preliminary notification ccustitutes EARLY notice of event of POSSIBLE safety or public interect significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Subject:
LABCRER STRIKE AT DUANE ARNOLD ENERGY CENTER (DAEC)
The licensee notified a RIII inspector when he arrived onsite at 11:30 a.m.,
May 2, 1979, that laborers involved in the construction of the new security building at DAEC had gone on strike and had set out pickets.
Other trades involved in the construction of this building are reportedly honoring the pickets. The laborers involved are from a Cedar Rapids, Iowa Local Union which called a strike at several construction sites in the area on May 1, 1979. The strike has had no affect on the operation of DriC, which is currently operating at 100% power.
There has been no re,; ort ot' hostilities.
The length of the strike is unknown, however, a strike cf sufficient duration could delay the completion of their security facility, as described in the licensee's security plan. A RIII inspector is onsite, and he is keeping abreast of this matter.
The licensee does not plan to issue a press release.
The Region does not plan to issue a press release. This PN is being submitted due to the existence of high public interest in the activities at DAEC.
The State of Iowa is being notified.
