PRELIMINARY NOTIFICATION

May 17, 1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--Pt10-79-114 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance.
The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Subject:
EXTENDED PLANT SHUTDOWN The Resident Inspector notified the RIII office at 2:00 p.m. today, that the licensee plans to extend the current refueling outage 15-20 days to correct a potential misfit between two source holder assemblies and the reactor upper grid plate.
Based on information received from Carolina Power and Light Company, (H. B. Robinson Plant), AEP believes they have installed neutron sources attached to Rod Control Cluster Assemblies (RCCA) into two fuel locations in which the RCCA is 0.6 inches longer than the upper grid plate will accommodate.
A flow swirl vane and a thermocouple are installed in these locations in the grid plate.
The plant has just completed refueling and the reactor head has been installed.
The licensee plans to remove the head and correct this misfit problem.
The licensee plans to issue a press release.
However no press release is planned by RIII.
The State of Michigan has been notified.
