PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-79-115

[( preliminary notification constitutes EARLY notice of an event of

_POSSIBLE safety or public interest significance.

The informttion presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

FACILITY:

Virginia Electric and Power Company Surry Units 1 and 2 Docket Nos. 50-280 and 50-281 Surry, Virginia

SUBJECT:

POTENTIAL OVERSTEESS CAUSED BY ACTUAL WEIGHT OF VELAN VALVES Westinghouse informed the licensee that the actual weight of six safety related valves is greater than that used in the piping stress analysis.

The valves are 12-inch motor operated valves located in the discharge line of the safety injec-tion accumulators.

The actual weight of each valve is 3950 pounds versus 3050 pounds used in the stress analysis.

The effect of this error on the piping stress analysis is not known at this time.

This occurrence in similar to that discussed in IE Bulletin 79-04 " INCORRECT WEIGHTS FOR SWING CHECK VALVES MANUFACTURED BY VELAN ENGINEERING CORPORATION". The generic applicability of this specific pro-blem is not known but is being investigated.

Media interest is not expected.

A news release is not plaaned by the licensee or the NRC. The Commonwealth of Virginia has been informed.

Regional II (Atlanta) received notification of this occurrence by telephone from the Resident Inspector at 9:30 a.m. on May 17.
