PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAI. OCCURRENCE--PNO-79-136 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance.

The information preunted is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

FACILITY:

Carolina Power and Light Company H. B. Robinson, Unit No. 2 Docket No. 50-261 Hartsville, South Carolina

SUBJECT:

REACTOR COOLANT PIPE LAGGING FIRE At 2:00 a.m. on June 3 during plant heatup, smoke was observed coming from pipe insulation on the reactor coolant piping in the reactor containment building and a fire watch was established.

At 3:00 a.m., a fire was detected and quickly extinguished with dry chemical.

The fire was caused by reactor coolant pump motor cil which spilled on the reactor coclant pipe insulation during the refueling outage. At the time the oil ignited, the reactor coolant temperature was 520 degrees Fahrenheit; approximately 100 degrees above the oil flash point.

Subsequent to the fire, the plant was cooled to 380 degrees Fahrenheit in order to remove insulation, inspect piping and reinstall new insulation.

Media interest is not anticipated.

Neither the licensee nor the NRC plans to issue news release.

The State of South Carolina has been informed.

Region II (Atlanta) received notification of this occurrence by telephone from the licensee at 9:35 a.m. on June 3.
