The Connission has issued the enclosed Amendmer.t No. 25 to Facility Operating License No. DPR-54 for the Rancno Seco Nuclear Generating S ta tion. This amencment consists of changes to the Technical Specificatiens in response to your applicaticn dated September 13, 1973, as supplemented by your letter of November 15, 1978.
This amendment revises the Technical Specifications to reflect plant operating limits for the fuel loading to be used during Cycle 3.
In accordance with your letter dated November 22, 1973, the C'mmission has also issued the enclosed Exemption from the requirements J 10 CFR 50.46.
This exemotion adds license conditions requiring the.: the
'eactor be operated in accordanca with specified procedures in the vent of a small break loss of coolant accident and that a modification to eliminate reliance on operator action in such situations be imple-mented in a timely manner.
Copies of the Safety Evaluation and the Notice of Iss;ance are also enclosed. The Exemotion and the Notice are being filed with the Office of the Federal Register for publication.
