Decemcer 21, 1978 Docket No. 50-286 Mr. George T. Berry General Manager and Chief Engineer Power Authority of the State of New York 10 Columbus Cfrcle New York, New York 10019

Dear Mr. Berry:

By letter dated March 28, 1977, we requested that Consolidated Edison review the alarm and control circuitry for the diesel generators at Indian Point Unit No. 3, and provide us with information concerning possible nonalarmed conditions which night render the diesel generators incapable of automatic start. We also requested that modifications be proposed that would correct any nonalamed disabling conditions that were identified as a result of your review. By letter dated May 19, 1977 Consolidated Edison submitted the results of their review.

In the submittal you proposed to install three alams (one for each diesel) on the annunciator panel. Each alarm would energize if the diesel stop solenoid has been activated by that diesel's lock-out relay.

In response to our letter of August 30, 1978, your letter dated September 29, 1978 indicated that (1) the annunciator will remain in alam until all the abnormal conditions have been corrected and (2) the annunciator will alam when the diesel control switch is not in the automatic position.

This is to advise you that we have reviewed your submittals and on the basis of our review conclude that the proposed modifications are acceptable and the alarm nd control circuitry for the diesel generators are adequate and should preclude occurrence of any non-alarmed conditions that could prevent automatic start of the diesel generators.

Sincerely, l@hs e
