WEEKLY INFORMATION
SUMMARY
Week Ending October 20, 1978 Administration NRC has learned that demonstrations are being planned against nuclear power plants in Virginia on November 11 and 12 and in Oklahoma City on November 13. Also, an International Day of Protest is planned November 30 to prevent NRC licensing of a Westinghouse reactor ex-port to the Philippines.
Nuclear Reactor Regulation Tests witnessed by an IE inspector an Browns Ferry Unit No. 3 safe ends gave no indication of any cracks, flaws, or other irregularities.
In accordance with Denton Task Force Report Recommendation 6, public meetings were held in connection with review of the Palo Verde 4 and 5 application review.
Region II informed NRR that an unlocated, unexploded steam generator explosive plug in the primary system of Oconee 1 will need to be corrected by Duke Power before restart October 30, 1978.
Standards Development At a meeting with HEW, NRC expressed general approval of 3 draft reports which are to be included in a report to the President on low-level ionizing radiation exposures.
As a result of a public meeting on the NRC plan for reevaluation of decommissioning modifications are being made to the policy development program. A report to the Commission will follow.
Nuclear Material Safety and Safeguards Babcock & Wilcox is on schedule with their cleanup / shutdown activities for the high enriched uranium operation at the Apollo and Leechburg fa cili ti e s.
International Procrams The new Romanian Ambassador to the U.S., Nokolae Ionescu, will discuss overall bilateral nuclear relations with emphasis on export licensing with the ED0 and IP Director.
State Programs The EDO and Directors of IE and SP visited the Federal Preparedness Agency Operations Center to discuss participation in the Civil Readiness Exercise - REv 78.

Management and Program Analysis Preparing (with OPE) draft Commission policy statement regarding applicability and significance of WASH-1400 risk assessments as part of the follow-up to the Lewis Committee report.
Controller This week the President signed the appropriation legislation, which includes 'NRC; OMB provided us an apportionment and financial allotments were issued.
The FY 1979 authorization bill was passed by the Congress and submitted to the President for signature.

IFB RS-ADM-79-361 Title - Electrostatic Copying Service Description - Electrostatic copying services consisting of copying, collating, drilling, stapling, and/or thermal binding from one to three inches thickness, as required.

AD?ilNISTRATIVE MATTERS The Nuclear Regulatory Commission, as a result of a competitive solicitation, awarded on September 29, 1977, a cost plus fixed fee contract to D'Appolonia Consulting Engineers, Inc. for an effort entitled, "Scismic Input and Soil Structure Interaction." During the course of performance the contractor advised the NRC of a cost overrun. After a review by NRR the Contracting Officer decided to fund the overrun.
Consequently, a modification was forwarded to the contractor for signature.
Subsequent to signing and returning this modification the contractor advised the NRC of an additional overrun.
DC has scheduled a meeting at Commission facilities with representatives from D' Appolonia on October 20,1978, to discuss this situation and resolution is anticipated during the week of October 23, 1978.

OFFICE OF NUCLEAR REACTOR REGULATION WEEKLY ITEMS OF INTEREST (Heek Ending October 20, 1978)
Browns Rerry On October 17, 1978, TVA completed ultrasonic testing of five (5) re-
- rculation system inlet nozzle safe ends on Browns Ferry Unit No. 3.
The tests were witnessed by an inspector from I&E Region II.
There were no indications of any cracks, flaws, or other irregulartiries.
IVA will also inspect safe ends on Unit I when the facility comes down for refueling about mid Novenber 1978.
Hatch Unit 2 On October 17, 1978, Georgia Power Company (GPC) advised DDR by telephone of a design deficiency on the Hatch Unit 2 stean dryer.
General Electric Ccapany (GE) was to have acvised NRC separately, on the same date, of the de fi cie ncy. The generic implications are that it nay apply to all "later nodel" dryers.
The deficiency relates to the thickness of the dryer ski rt which is 1/8" instead of 1/2" plate.
GPC is in receipt of a GE evaluation which indicates that there is no safety significance involved.
The Hatch Safety Review Committees are reviewing the information.
Palo Verde Units 4 & 5 Technical meetings were held with the applicant in Phoenix, Arizona on October 17 and 19 in connection with review of the Palo Verde 4 & 5 CP application review.
These meetings were held in accordance with Reccamendation 6 of the Denton Task Force Report (NUREG-0292).
It provided for public participation.
ENCLOSURE B Oyster Creek On October 18, 1978, Jersey Central Power & Light Ccmpany notified 1&E that a 1/32" crack was discovered on the West Quadrant of the Core Spray'sparger in Oyster Creek.
The crack is visible 1200 around the pipe and is possibly a through wall crack, Jersey Central Power and Light is investigating the crack and will inform us as new ir. formation becomes available.
Oyster Creek is currently in a refueling outage. At the beginning of the outage on September 16, the licensee discovered excessive leakace through two, in series, MSIVs.
ILE has been investigating the leakage with the licensee and they have determined that the
SIV leakage is not generic in r.ature.
The significance of the leaking valves is being investigated by the licer.see, and they will 7
notify us of their findings by October 20, 1978.
'<illstone 1 5ased on a.recent reevaluation (10/4/78 NNECo letter) of safety relief valve (SRV) settings responsive to V. Stello's letter of
a rch 20, 1978, Northeast Nuclear Energy Company has reported that the results for Millstone 1 indicate no change.of the present uniform setpoint for all six safety relief valves is recuired. The UNECo reevaluation does not include a consideration of seismic loads and certain (bending) structural acceptance criteria.
The results differ from expectations based on an earlier NNECo - GE evaluation, also responsive to.the V. Stello March 20, 1973 letter,.that indicated "stagcered and elevated setpoints for safety relief valves would significantly improve. valve simmer margin and eliminate possibility of cJltiple consecutive SRV actuations".
;ECo was advised by telephone on Octcber 18, 1978, that omission of seismic design leads was unacceptable.
Eased on our estimates, when seismic alicwances are included in the calculaticns, the resultant strength retics are unacceptable (abcve 0.5) even if the bending criteria used by NNNECo is later determined to be adequate.
'cceptable methods for resolving this issue include strengthening selected torus column supports (could be as fev. as three), staggering the setpcints of the safety relief valves or recucing pcwer.
The licensee ccomitted by telephone to increase column strength by nid-Dece-ber 1978 to meet the recuired strength ratios with allowance for seiscic loads.
ENCLOSURE B Oconee, Unit flo. 1 On October 19, 1978, ONRR was informed by ISE, Region II, that the Unit, which is currently shutdown for the Cycle 5 reload, has an unlocated, unexploded stean generator explosive plug in the pricary system.
A second plug, that was exploded, may also be unlocated in the primary system-A subnittal describing this event and the pro-posed corrective action will be made by Duke Power Company and re-vicwed prior to restart of the reactor.
Restart is currently scheduled for October 30, 1978.
ENCLOSURE B
OFFICE OF STANDARDS DEVELOPMENT IMPORTANT EVENTS FOR THE WEEK ENDING OCTOBER 20, 1978 1.
Meetino with Mr. Peter Libassi, General Counsel, HEW On October 17, 1978, R.G. Smith, K. R. Goller, I. C. Roberts, and W. S. Cool, SD, and T. F. Dorian, ELD, met with Peter Libassi, General Counsel, HEW, and members of his staff.
Mr. Libassi has the lead responsibility for preparing a report to the President on low-level ionizing radiation exposures.
He is holding a series of meetings with representatives of the individual agencies that are participating in the preparation of the report through an Interagency Task Force on Radiation.
He indicated an interest in personally receiving agency comments and views on the material prepared thus far by the seven subgroups of the Task Force. This first series of meetings is concerned with the work of three of the subgroups.
That is:
Subgroup 1, " Biologic Effects of Ionizing Radiation" Subgroup 4, " Records and Privacy" Subgroup 5, " Task Group on Care and Benefits" Mr. Libassi indicated his intent to hold another series of meetings sith agency representatives when the remainder of the subgroup reports become available.
At the outset, Mr. Libassi indicated that he will prepare a draft report to the President based on the individual reports of the seven subgroups.
The agencies on the Task Force will be given the opportunity to review the draft and provide comments, probably within 2-3 weeks.
The NRC staff members advised Mr. Libassi that the subgroup reports had been reviewed by a few members of the NRC staff, and that the comments provided did not reflect staff consensus and had not received Commission consideration at this time.
NRC staff members, while noting that some minor editorial comments were being submitted to the subgroup chairmen, expressed their general approval of the three draft reports.
It was noted that there was a need for the development of additional recommendations regarding:
Location in government for coordination of research Reconsideration of location in government of the Federal Radiation Council function of providing guidance to Federal agencies on radiation protection Prompt initiation of a feasibility study prior to undertaking any large-scale epidemiological studies ENCLOSURE C
- Mr. Libassi stated his intention to cover these subjects in the Executive Summary report which will go to the President.
NRC will have an opportunity to comment on this report before it is sent.
Consideration is being given to the issuance of the subgroup reports singly, or in one or two groups.
It was Mr. Libassi's initial intent to have the reports reviewed by some small number of interested persons (about 50, but unspecified) prior to publication.
NRC staff members pointed out the pitfalls of selected limited distribution rather than a more widespread open distribution.
The requirement in the NRC Authorization Act that NRC and EPA, in consultation with HEW, must r.onduct a study of options and the feasibility of such options for Federal epidemiological research on health studies of low-level radiation and submit a report to Congress by September 1979 was also discussed.
It was generally agreed that NRC will coordinate closely with HEW in the development of this feasibility study, and the possibility that HEW might actually conduct the study under NRC direction was mentioned.

On October 17, E. Conti telephoned Jim Martin, EPA, to obtain an updated schedule for the EPA General Criteria for Waste Management as well as for the detailed high-level waste standard.
It was learned that the general criteria document is still in the Administrator's office waiting final approval for publication in the Federal Reaister.
The detailed high-level waste standard document is now a rough first draft which Martin expects to be revised substantially during the next week.
Martin stated that a preliminary copy of the detailed high-level waste standard would be available for NRC staff review on or about November 1, 1978.

On the 18th of October 1978 a public meeting was held in Washington, D.C.
on the NRC plan for reevaluation of deconmissioning; 60 - 70 persons principally from the nuclear industry attended.
The advice and coments received at this meeting are being considered along with States' advice received during the State workshops in planning nodifications to the policy development progran.
A report to the Comission will follow shortly.

On October 19, 1978 an amendment to 10 CFR Part 21 was published in the Federal feaister (43 FR 48621) to remedy the "sub-tier supplier" problem.
Tt a amendment, which is effective upon publication, limits the scope of 10 CFR Part 21 to licensees and organizations supplying ENCLOSURE C
_ basic components that are not " commercial grade items". The " commercial grade items" would come within the scope of 10 CFR Part 21 when the item is " dedicated" for use at a regulated facility or activity. At the Commission's direction the preamble of the FR notice was revised to solicit comments not only on these amendments but also on the entire 10 CFR Part 21.
ENCLOSURE C
OFFICE OF NUCLEAR MATERIAL SAFETY AND SAFEGUARDS Items of Interest Week Ending October 20, 1978 Participation in Safeauards/ Safety Incident Response Exercise On October 18, 1978, R. F. Burnett and T. F. Carter, supported by Contingency Planning Branch personnel, participated in an exercise at the Incident Response Center. A safeguards / safety transportation incident was simulated, and the contingency procedures developed for the selected event were run through. The previously collected data on the particular road route involved proved extremely useful in the execution of the exercise.
Babcock & Wilcox Status Babcock & Wilcox is on schedule with their cleanup / shutdown activities for the high enriched uranium operation. Approximately 20% of the dry scrap recovery system and the finishing area in the Apollo Facility has been disrantled and about 90% of the Leechburg Facility equipment has oeen dismantled and cleaned out.
STAR Group Meetinc The Safeguards Technical Assistance and Research Coordinating Group (STAR Group) met on October 10 - 11, 1978, to conduct an operating year review of currently proposed safeguards contractual projects for FY79.
The review was directed toward eliminating duplication or overlap and assuring programniutic relevancy of the projects.
The review will also serve as the basis for recommending safeguards projects exceeding $20K to the Commission for their approval as required by the FY79 Authorization Act.
US/I AEA Safecuards Aareement On October 13, Division of Safeguards representatives participated in a joint Atomic Industrial Forun/American Nuclear Energy Council briefing at the State Department on the US/IAEA Safeguards Agreement.
In addition to fornal statements, we participated on an interagency panel to answer specific industry questions related to implementing procedures and possible impact on the U.S. industry.

INFCE Safeguards Crosscut Group A representative from the Division of Safeguards attended the regular biweekly meeting of this interagency group held on October 13 at Germantown. The outline for a safeguards paper on the fast breeder reactor fuel cycle was approved. A revision to the safeguards paper originally drafted by the national laboratories on advanced reprocessing, conversion and fuel fabrication facilities was distributed and major changes were explained. Additional draft' chapters on the paper covering enrichnent plants were distributed for comment.
Direct Safeauards Assistance to the IAEA On October 13, a representative of the Division of Safeguards attended a meeting at ACDA of the members of the interagency group providing direct technical assistance to the Safeguards Evaluation Section of the IAEA. A plan is being developed to provide continuous onsite IAEA support during the next twelve months through rotation of a group of part-time experts.
"ill Tailinas Article in Science Macazine An article entitled " Uranium Mill Tailings: Congress Addresses a Long-fleglected Problem" appeared in the October 13, 1978, issue of Science.
The article gives a history of the tailings issue and describes recent developments in NRC's licensing of tailings management programs. The article concludes that "the NRC and Congress have now begun in earnest to address the tailings disposal problem with the seriousness it deserves."
Bear Creek liill Applies for Expansion The Uranium tiill Licensing Section has received an applicaton from Rocky Mcuntain Energy Company to double the yellowcake pnduction rate at the Bear Creek uranium mill, to add equipment to the mill circuit in order to double the ore processing rate, and to incorporate a below-grade tailings disposal plan into their presently licensed above-grade tailings manage:ent program.
Review of Report The preliminary report, "Non-Proliferation Characteristics of Radioactive Fuel," by B. J. Snyder of OPE, was reviewed and commented upon.
The report, referenced by Commissioner Gilinsky in a recent speech in London attempts to compare the effectiveness of CIVEX fuel and spent LWR fuel with regard to proliferation resistance.

INFCE Working Group 4 NRC has been requested to review cormients from foreign countries on the U.S. delegation's paper on environmental assessment for discussion at the next meeting in Vienna in late November.
To provide the U.S. perspective on economic assessment of Pu in LWR's, we have been asked to develop economic analyses, similar to those provided in GESMO, for several national t,cenarios and making use of the unit cost and fuel arising data developed by the working group.
It is planned to have this work performed by BPI4L under an existing contract.
Modelino Workshop In addition to the 11RC contractors engaged in research on radon releases, Bureau of Mines, Environmental Protection Agency, and others in the fields of measuring and evaluating radon and radon daughters have indicated their interest in participating in the workshop for discussing the characteristics of models of typical uranium mines and mills. The mine and mill models will be used in developing generic radon release source term estimates for use in updating the Environmental Survey of the Uranium Fuel Cycle and in Table S-3 of 10 CFR 51.20.
Study of Regulatory Base for Uranium In Situ Leach Mining The review of interfaces between 14RC, EPA and states in regulating in situ mining is contir.uing.
The second draft of a paper dealing with the regulatory base for uranium mills, including estimated manpower to complete each initiative and the overall program has been completed.

OFFICE OF INSPECTION AND ENFORCEMENT Items of Interest Week Ending October 20, 1978 1.
Preliminary Notifications relating to the following actions were dispatched during the past week:
a.
PNO-78-177 Oyster Creek Unit 1 - Crack Indication in Core Spray Sparger - During the performance of inservice inspection, a circumferential crack was identified in the upper core spray sparger.
Neither the repair mechanism nor the extent of delay on resumption of operations is known at this time.
b.
PNO-78-178 & -178A Technical Operations, Inc., Burlington, Massachusetts - Receipt of Package with Radiation Levels in Excess of Limits - An 11-curie iridium 192 source was shipped by cargo aircraft from a Colorado (Agreement State) licensee to Technical Operations (NRC licensee) in Massachusetts.
A radi-ation survey on receipt showed a reading of 250 mr/hr at one meter. Time and distance studies by IE inspectors on the approx-imately 30 individuals involved with the shipment of the package indicated doses up to 900 millirems. An investigation will be conducted.

PNO-78-179 Big Rock Point - Primary Coolant Boundary Leak -
While conducting a leak inspection during a reactor startup, a small leak was detected on a 3/4 inch stub line connected to the Reactor Water Cleanup System. The licensee estimates the plant will be shut down for at least two days to make repairs.

PNS-78-51 United Nuclear Corporation, Wood River Jucntion, Rhode Island - Media Interest in Investigatien - tiedia interest has been shown in the investigation being conducted by Region I (Philadelphia) of allegations that certain records pertaining to two areas of the facility physical protection program have been falsified. This Prelimincry Notification was issued for infor-mation only.

0FFICE OF NUCLEAR REGULATORY RESEARCH Important Items - Week Ending October 20, 1978 LOFT With the plant shut down, work is continuing in preparation for the first nuclear experiment.
Minor modifications are being perfomed on auxiliary plant systems to aid future experiments while background levels are still low.
When this work is complete, the plant will be taken back to power and preparations made to perfom the first nuclear experiment. The L2-2 (first) nuclear loss of coolant test is now scheduled for about December 7,1978.

OFFICE OF THE EXECUTIVE LEGAL DIRECTOR ITEMS OF INTEREST FOR THE WEEK ENDING OCTOBER 20, 1978 Sterling, Unit No.1 In ALAB-502, the Appeal Board affinned the August 1977 initial decision on all issues except need f or power and radon, on which it retained jurisdiction.
Since the state proceeding is reopened on need for power, and since the Applicant will not begin construction for two years, the Board saw no reason to decide the need-for-power question until the state acts.
Of the issues ripe fcr decision at present, the most sig-nificant was whether the Ginna site offered an obviously superior alternative to Sterling.
Taking into consideration the fact that the Ginna site already has a reactor on it, the Board concluded that Ginna was not obviously, i.e., " clearly and substantially," superior to the proposed site when all relevant factors were considered.

ITEMS OF INTEREST OFFICE OF INTERNATIONAL PROGRAMS WEEK ENDING OCTOBER 20, 1978 INTERNATIONAL COOPERATION Signature of the NRC-GAEC Arrangement Commissioner Kennedy signed the NRC-Greek Atomic Energy Commission (GAEC) information exchange and cooperation Arrangement for NRC in Athens on October 18.
Signing for the GAEC was its President, Mr. Konstantine Dokas.
The Deputy Director of IP accompanied Commissioner Kennedy on this trip.
Romanian Government Interaction Mr. Gheorghe Dindelegan, Second Secretary of the Romanian Embassy, this week requested an appointment with the ED0 and IP to introduce the new Romanian Ambassador to the U.S., His Excellency Nokolae Ionescu, and to discuss overall bilateral nuclear relations, with emphasis on export licensing.
IP has scheduled the appointment for 3:00 p.m. October 30 in Mr. Gossick's office.
Visit of H. Wright, IAEA Mr. H. Wright of the IAEA Division of Nuclear Safety and Environmental Protection visited IP on October 17. Wright was accompanied by J. Milhoan, SD.
Wright is the Secretary of the Technical Review Group which is developing safety guides concerning the operation of nuclear power plants and has also worked directly with countries such as Brazil and Mexico on safety matters associated with their first nuclear power projects.
INFCE Briefing Rescheduled The INFCE briefing for the Commission originally set for November 1 has been rescheduled for 2:30 p.m. on November 2.
The briefing will be given by Albert Carnsale, US Member of the INFCE Technical Coordinating Committee.
He will be accompanied by Charles Hebel, who has assumed part of the INFCE duties previously carried out by Philip Farley o# the Department of State, and by Eric Beckjord, who will replace Angelo Giambusso as US INFCE Coo rdi nato r.

3 EXPORT / IMPORT AND INTERNATIONAL SAFEGUARDS Interagency Briefing on the US Voluntary Offer Ken Cohen attended an interagency briefing at the State Department on October 13 to discuss the various aspects of the US offer with repre-sentatives of the Atomic Industrial Forum and the American Nuclear Energy Council.
Members of the briefing panel were:
Ambassador Gerard Srith, State; Dr. Robert Uhrig, V.P. for Nuclear Affairs, Florida Power and Light Co.; Charles Van Doren, Assistant Director for Nonproliferation Matters, ACDA; J.R. Shea, Director, International Programs, NRC; and Mr. Eric Beckjord, Acting Director, Nuclear Power Development Division, DOE.
A discussion on technical, legal and implementation aspects of the US offer was held following the formal briefing, with staff members from the above-mentioned offices responding to questions and comments. pri-marily from nuclear industry representatives.
Interagency International Safeguards Action Plan Group Meeting Men Cohen of IP and other NRC representatives attended a meeting of the Interagency Action Plan Grcup to upgrade International Safeguards on October 17 at the Willste Building to discuss the Action Plan work plans and related matter s.
The next scheduled meetings are on October 24 at the State Department and November 8 at the Nuclear Regulatory Commission (HiBB).

OFFICE OF STATE PROGRAMS ITEMS OF INTEREST WEEK ENDING OCTOBER 20, 1978 Emergency Preparedness Arrangement has been made for a meeting of the Regional Advisory Committee for standard region 6 on November 9 in Dallas te discuss RERP assistance to Arkansas and Louisiana.
The E00 and Directors of Inspection and Enforcement and State Programs visited the Federal Preparedness Agency Operations Center to discuss with Director Joseph Mitchell NRC participation in the Civil Readiness Exercise - REX 78.
Representatives of DOE were present for the dis-cussions of the NRC and DOE roles in priorities and allocations of critical equipment and materials for nuclear reactors during national energency conditions.
State Agreements Program The Louisiana radiation control program will be reviewed during the week of October 30, 1978.
Program Development The Interagency Review Group Report on Waste Management was released for public comment on October 19.
State officials were mailed copies by DOE.
The comment period is 30 days.
Shelly Schwartz presented a speech on "The NRC Role in Safe Transportation of Radioactive Materials" at the one day symposium on TRANSPORTATION OF RADI0 ACTIVE MATERIALS " RISK OR RESOURCE" sponsored by the Lawrence &
Memorial Hospitals, which was held on October 20 in New London, Connecticut.

Nuclear Plant Reliability Data System Attended American National Standards Institute Subcommitteet meeting to discuss Nuclear Plant Reliability Data System (NPRDS) progress and direction. Also attended the budget meeting to dis-cuss NPRDS funding for 1979. A follow-up meeting will be held when the participants have identified the total funds available

Reduction of Time for Processina Manpower System Information Reauests By initiating new procedures, MPA has reduced the turnaround time for processing requests from other offices for Manpower System (MPS) i nfo rmation.
In early 1978 it took 3 days to get the data processed and back to the recuesting office.
We are now averaging 1.2 days, a 60% increhse in system-related productivity.
