Dear Mr. Whitmer:
The Comission has issued the enclosed Amendment No. 2 to Facility License No. NPF-5 for the Edwin I. Hatch Nuclear Plant Unit No. 2.
This amendment consists of changes to the Technical Specifications in response to your request dated October 4, 1978.
This amendment modifies the Technical Specifications to provide for a one-time, temporary revision which would delete the Limiting Condition for Operation (LCO) on Primary Containment Internal Pressure to permit conduct of a test as part of the HNP-2 initial startup test program.
As discussed in our safety evaluation, we have determined that the exception you have requested is not significant to safety.
- However, we do not believe that the testing program that you have described to us will provide the information necessary to resolve the issue of thr.eshold temperatures for ramshead discharge devices.
As indicated in the past, this is the primary concern for the long-term use of the ramshead.
Copies of the related Safety Evaluation and Notice of Issua. ice are also enclosed.
