SUMMARY

OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON SEPTEMBER 12, 2019 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on September 12, 2019. The purpose of the meeting was to discuss a draft request for additional information (RAI) for LAR 19-005 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19088A274) regarding consolidation of structural building Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC).

The meeting notice can be found in ADAMS Accession No. ML19207A041. The meeting notice was posted on the NRC public website. Enclosures 1 and 2 are the meeting agenda and attendance list for the meeting, respectively. The draft RAI referenced during the discussion can be found at ADAMS Accession No. ML19253G459.

J. Dixon-Herrity Summary of Meeting:

On September 12, 2019, staff from the NRC conducted a public meeting with representatives from SNC to discuss a draft RAI for LAR 19-005 regarding consolidation of structural building ITAACs. The meeting was requested by SNC to clarify questions they had on the draft RAI.

During the discussion, SNC described their Appendix B and 10 CFR Part 52, Appendix D, Section VIII processes for evaluating construction deviations which would be reviewed against the design licensing basis. The NRC staff stated that the footnotes proposed in Table 3.3-1 of the LAR provided were not clear, that the associated change processes would apply to the entire licensing basis. SNC agreed to evaluate supplementing the LAR to describe the change processes and make any appropriate changes to the corresponding footnotes to remove any ambiguity that Appendix D,Section VIII processes will be followed.

In addition, SNC explained that the proposed notes are for specific as-built deviations where localized areas are out of tolerance and that the note is intended for the reconciliation report to capture and disposition deviations using the design licensing requirements, under both normal and accident conditions.

NRC understood SNCs explanation but took an action to get back to SNC if additional discussion was needed.

At the conclusion of this portion of the meeting at approximately 11:20 a.m., there was an opportunity for the public to provide comments and ask questions. There were no comments or questions from the public.
