Dear Mr. O'Reilly:

We have reviewed I.E. Bulletin 79-23 with regards to the Emergency Diesel Generators presently on order for North Anna Units 3 and 4. The equip-ment manufacturer, Colt Industries, has infomed us that the excitation power transfomer is to be connected to the generator leads utilizing a floating-wye primary winding configuration. Therefore, no circulating hamonic currents of the type discussed in I.E. Bulletin 79-23 can flow in this transfomer. Steps will be taken to insure that this transfomer primary winding is never grounded.
