Containment Purging and Venting During Normal Operaticn
- Guidelines for Valve Operability Reference (2) requested that is commit to implement a valve qualification program on an expedited basis based on the enclcsed Guidelines For Demonstration of Operability of Purge and Vent Valves.
These Guidelines assumed a power operation of the valves under conditions when they may be open or partially open and required to close under design basis LOCA conditions.
Since the vent and purge valves at Yankee Rowe are manually operated and are maintained locked closed under Modes 1, 2, 3, 4 and whenever the main coolant pressure is equal to er exceeds 300 psig there can never be a requirement fcr the valves to clcse under design basis LOCA conditions.
The valves are never opened fer containment ventilation when operating under these Modes.
There is therefore no necessity for the demonstration required by the Guidelines.
