In accordance with your application dated Apri 3
979, as supplemented June 12 and August 10, 1979, and pursuant to T:i~ _10, Code of Federal Regulations, Part 70, Special Nuclear Materials License No. SNM-1107 is hereby amended to authorize operations with special nuclear material (SNM) in the expansion of the Columbia Plant subject to the following conditions:
- 49. The criticality detection and alarm systems and the air sampling equipment in the expansion area shall be installed and functioning before SNM is brought into the area.
- 50. Notwithstanding the wording on pages 194z and 194aa of the April 2,1979, application, process solvent containing uranium cesidues from scrap recovery operations shall be disposed of only as radioactive material.
All other conditions of this license shall remain the same.
Although this amendment includes approval in principle of the new process steps to improve uranium recovery from the waste stream and to naturalize the residual uranium using depleted uranium, your application did not include details of actual installations to effect those changes.
When the details of the installations are known, including location on the site, process safety and environmental effects, they should be presented as proposed minor safety and environmental amen &ents to your license.
