Omaha Public Power District 1823 HARNEY  ! O MI N A. NEBRASMA 68102 : TELEPHONE 536 4000 AREA CODE 402 October 30, 1979 Director of Nuclear Reactor Regulation ATTN: Mr. Robert W. Reid, Chief Operating Reactors Branch No. h U. S. Nuclear Regulatory Commission Washingten, D. C. 20555

Docket No. 50-285 Gentlemen:

By letter dated March 30, 1979, the Omaha Public Power District submitted a response to the Commission's letter of July 11, 1978, requesting that Technical Specifications and related materials be proposed addressing ecmpliance with 10 CFR Part 50, Appendix I.

Our letter informed the Staff that a Radwaste Solidification Pro-gram (PCP) and related Technical Specifications were not provided because the new Radwaste Solidification System (RSS) being in-stalled at the Fort Calhoun Station was not operational at that time.

This letter is to inform you that the new Fort Calhoun Station RSS is not yet fully cperable. Numerous difficulties have been encountered during system checkouts necessitating redesign and modifications to parts of the system. As such, our predicted startup date of September, 1979, has been postpened until early 1980. Appropriate proposed Technical Specifications and a PCP will be developed and submitted to the Co= mission for review cn an expedited basis, at such time as the RSS becomes operable and process control parameters can be verified.
