During a recent review of safety-related valves receiving Class IE p r it was discoverad that 34 of these val /es had ccmmercial Jrade alactr.c motor operators and therefore vera not qualified for use in safety-related applications. Nineteen of these valves were in McGuire Unit I with the remaining valves in Unit 2. All of the affected valves are located out-side containment in the Nuclear Service Water, Auxiliary Feedwater, and Compenent Cooling bystems.

i The commercial grade valve operators were improperly procured due to deficient definition of the valve applications. This error was not discovered during the normal valve review process, and consequently all 34 valves were installed. All of the valve operators were manufactured by ROTORK Controls Limited. Table 1 identifies the ROTORK model numbers of the valve operatots to be replaced.

Analvsis of Safety Implications:

The utilization of valve operators which have not been qualified for their intended use does not provide adequate assurance of valve operability for the required postulated conditions. Valve malfunction could possibly preclude portions of the affected systems from performing their intended safety function under certain accident situations.

Corrective Action:

All 34 valve operatora have been idcatified as ncnconforming until ney are replaced with properly qualified valve crerators. Installation of these replacement operators will be complete prior to fuel leading. Table 2 identifies the ROTORK model numbers for the repiccament valve operators.

In additien, supplemeatal administra tive procedures have been implemented to better identify and control the application of Class IE valve operatora to valves whose opecability must be assured under various accident conditions.
