N August 16, 1979 WHERIAS, the Board of Chosen Freeholders of the County of Ccean, on behalf of County residents and visitors, has consistently expressed its grave concan about the pctential dangers and health risks associated with ene construction and operation of rauclear generating stations in Lacey Township by Jersey Central Power & Light Company; and WHZREAS, this Board his actively opposed through litigation the construction of the second nuclear generating ' stion in Lacey T=wnship, the construction of a $50 foot salt water cooling tewer as well as rate increase applications filed by Jersey Central Power & Light; and WHEREAS, in the wake of the nuclear accident at *hree Mile Island, Pennsylvania on.v.rch 28, 1979, this Board's concern for environmental saf e-quards has even itensified; and WHEREAS, Jersey Central Power & Light has been cited for ninety

.afety violations within a two-year period and fined $26,000.30 and WHERIAS, on Augus t 13-14 1979, some 2300 gallons of radioactive rainwater were discharged into the cyster Creek without having first been processsed through the station's waste treatment facility; and WMEREAS, the facts that this incident was attributable to human error and went unreported until August 15, 1979 dramatize the need for more careful monitoring and reporting of activities at the Cyster Creek f acility:
